Evolving the Pre-Project Phase for GxP, AI, and Real-World Complexity
In a recent article, I argued that a structured discovery phase—what we now frame as readiness—is essential for success in regulated system implementations. In this context, readiness refers to the coordinated set of activities—implementation planning, validation setup, user training, data preparation, and change management—that together enable a system to go live in a controlled, auditable, and business-aligned state. Done well, readiness defines scope, clarifies roles, and aligns expectations.
But in today's life sciences landscape, that's no longer enough.
At the core of this shift is a simple idea: readiness must lock in the system’s intended business use. Whether for a configurable SaaS platform, custom implementation, or AI-enhanced solution, your validation and business measurement efforts depend on understanding what the system is actually meant to do.
During the implementation of a GxP system, validation is the first thing I think of in the morning and the last thing at night. And readiness — or what we can now call implementation readiness — is its foundation. When you embed validation into early-stage activities, you can lower your downstream burden, support audit defensibility, and ensure systems operate in a controlled state from go-live. Most importantly, readiness becomes the mechanism by which the system’s intended business use is finalized, providing the anchor for validation scope, configuration decisions, and performance measurement.
As the pressure of AI, shifting regulations, and cross-functional demands converge, readiness must do more than define the work—it must justify execution, defend validation decisions, and document value delivery. In GxP environments, demonstrating system effectiveness isn’t just good practice—it’s essential for sustaining stakeholder confidence and meeting the accountability expectations that follow capital approval.
Why Traditional Readiness Falls Short
Readiness has always been essential, but too often it stops short of what validation and business accountability require.
Mapping processes and assigning roles is useful. But you can't validate outcomes you didn't baseline. You can't demonstrate ROI without quantified starting points. And you can't justify continued investment without measurable improvement.
You can't effectively and efficiently manage PQ if your vendor doesn't define control points or trace interfaces to risk. Audits become problematic if your documentation and metrics don't align. And you can't defend budget decisions and productivity targets if you can't show how the system delivers value.

In mapping clinical trial workflows, we don’t just define process steps—we also baseline key operational metrics such as protocol amendment cycle times. These are one of many metrics, including discrepancy management efficiency, enrollment velocity, and data clarification form processing—that can be used to compare performance between the legacy system and the new system. The goal is to evaluate whether workflows are improving, whether further configuration adjustments are needed, and whether the system is delivering meaningful quality or efficiency gains over time. While not part of formal PQ testing, these baselines support ROI tracking and continuous performance evaluation.
The traditional readiness process maps what you'll build. Implementation readiness defines how you'll prove it works—and that it was worth building.
Five Pitfalls That Drive the Need for Evolution
These five common readiness blind spots often become both validation liabilities and business risks when ignored:
1. Reporting & Analytics
Often treated as a downstream enhancement, but reporting is both a core validation concern and a critical mechanism for demonstrating system value.
If reports are used for regulated decision-making, they must be defined, tested, and validated as part of the system.
Separately, reporting is also how organizations track business outcomes and justify ongoing investment. While the legacy system may not support ROI-related reporting—and likely won’t be retrofitted to do so—readiness should identify which performance metrics matter most and ensure the new system is capable of capturing and reporting them effectively post-go-live.
2. Documentation & Training
Effective implementation hinges on two distinct—but equally critical—training priorities:
Validation Readiness: PQ testers must be properly trained on the validated configuration and workflows. Documentation and SOPs must reflect the system’s actual setup so that PQ can be executed reliably and defensibly.
Operational Go-Live: End users must be trained before gaining access to the system. This training, supported by clear documentation and accessible support resources, is essential not only for compliance but also for realizing ROI and TCO expectations. A system that is underutilized or misused erodes both business value and inspection readiness.
Readiness must capture both dimensions: who needs to be trained, when, and on what, ensuring alignment between system configuration, validation execution, and operational performance.
3. Data Migrations
If legacy data must be migrated into the new system, readiness must define:
Which data is in scope and from which source systems
How quality, structure, and traceability will be assessed
What testing and fallback strategies will ensure confidence in the migrated data
Readiness must identify whether migration is in scope, and if so, include:
Source system profiling
Data analysis to assess quality, cleaning needs, and structural alignment
Migration planning, mapping, and traceability
Testing and validation of migrated data
Back-out and contingency plans in case migration issues arise
Acceptance criteria for migrated records
Without this preparation, PQ testing may miss real risk, and business stakeholders may not trust the outputs of the new system. Data continuity must be validated for both compliance and operational integrity.
4. Systems Integration
Readiness must identify integration points and define ownership. Interfaces expand your validation boundary and introduce dependencies that can impact both performance and compliance.
Key risks include misaligned data flows, unexpected configuration differences, and uncontrolled changes in upstream or downstream systems. Readiness should surface these risks early and ensure change management and testing responsibilities are clearly assigned, especially for exposed APIs and third-party connections.
5. AI Components in System Scope
If AI capabilities are embedded in the system, an integrated platform, or any adjacent tool that touches system outputs, readiness must:
Identify what problem the AI component is intended to solve
Define its intended business use—what it does, why it matters, and how it supports regulated or operational outcomes
Distinguish between models in play (LLMs, internal models, inference engines) and assess their configuration, scope, and governance
Flag where AI influences regulated outputs or decisions, especially if RAG (Retrieval-Augmented Generation) is used
Document both expert-level and executive-level explanations of AI behavior, rationale, and limitations
Evaluate whether PHI is involved, how it’s handled, and whether HIPAA or BAA requirements apply
Specify pre-determined change control processes for AI features to manage explainability, risk, and lifecycle traceability
These elements introduce explainability, traceability, and change control concerns that must be addressed early. If outputs are recombined or presented downstream, even by adjacent tools, those uses must be considered within validation, regulatory, and risk scopes.
Enhancing Readiness with Automation and AI
Modern tools can accelerate readiness, but their true value lies in improving risk visibility, traceability, and measurement accuracy:
Process mining tools surface actual user workflows, enabling intended use mapping and capturing baseline metrics for ROI tracking
AI-powered transcription makes requirements gathering complete, auditable, and efficient, while surfacing workflow inefficiencies
Automated data extraction quantifies current-state performance, which is essential for effective PQ planning and business benchmarking
🔧 The goal isn’t speed alone. It’s completeness, accuracy, and alignment with system intent. AI-enhanced readiness minimizes unknowns, clarifies risk, and provides a foundation for meaningful validation and sustained performance.

Implementation readiness is now expected to produce both validation-ready artifacts and business measurement frameworks:
Process maps aligned with finalized intended use, annotated with baseline metrics, and traceable to validation and business goals

Interview notes that support traceable requirements and capture efficiency opportunities
Draft documentation that feeds into validation plans and business tracking systems

Readiness is no longer a pre-project checkbox. It's the first stage of your validation lifecycle and the foundation for ongoing business value measurement.
Implementation readiness means:
Establishing performance baselines tied to success criteria and ROI
Designing 30/60/90/180-day checkpoints for post-market surveillance and performance tracking
Embedding validation hooks directly into planning
Creating measurement continuity from baseline through optimization
🔍 Ideally, this starts before vendor selection as part of business case development. But in practice, readiness is often the first time systems are examined with validation and performance in mind.
Readiness Enables Validation and Business Accountability
You can only validate a system if you know how it's supposed to perform. You can only demonstrate business value if you can measure improvement against a defensible baseline.
Without baselines, PQ is speculative. Without clear roles and controls, UAT lacks traceability. Without structure, inspection readiness and business justification crumble.
With them:
You test against business-justified performance goals
You link training, SOPs, and test scripts in a unified framework
You demonstrate a controlled, efficient operating state
You prove measurable value with audit-ready data

In GxP environments, intent is not enough. You need structure, traceability, and performance metrics from Day 1. Business accountability demands the same rigor—measurable outcomes, justified investment, and demonstrable value.
